SPECIAL POLICE UNIT FOR NORTH-EASTERN REGION (SPUNER)

    1. Indian citizen hailing from the North-Eastern States are residing in metropolitan cities and major urban areas across the country for the purpose of education and employment. It has been reported time and again that they are addressed with derogatory adjectives or faced discrimination in the form of targeted attack, assault, molestation and other atrocities. This has caused considerable anguish and distress in the minds of persons from the North-Eastern States and it adversely affecting the process of national integration. It is, therefore, utmost importance that this feeling of insecurity and negativity in the minds of fellow countrymen should be assuaged by an adequate and pro-active response.

     

    1. Delhi Police has adopted Zero Tolerance Policy. In this regard as quick action by the Police would restore confidence not only of the victim but also the community and send a clear message to the assailant that such behavior would not be tolerated. As such with a view to taking special attention and in pursuance of the Delhi High Court Order and recommendation of M.P Bezbaurah Committee the Delhi Police set-up a Special Police Unit for North-Eastern Region (SPUNER) on 14.02.2014 for effectively dealing with the problems being faced by the people and students hailing from North-Eastern States and to ensure their Safety & Security in Delhi.

     

    1. The Delhi Police is the only Police Organization in the country having a Special Police Unit for North-Eastern Region. The SPUNER Unit has no legal power to register FIR. The complaints received are being forwarded to District DCsP for taking appropriate legal action.
    1. The SPUNER Unit is currently headed by Sh.Hibu Tamang, IPS, Joint C.P/SPUNER as Chief Co-ordinator-cum-Nodal Officer who is with 81 supporting Staff who are working round the clock. The staffs are being managed from existing strength of Delhi Police as so far no separate manpower has been sanctioned. The proposal for sanctioned of 339 posts was sent to MHA, however the proposal for manpower sanctioned has not yet been approved. Apart from that all the DCsP of the District have been designated as Nodal Officer in their respective jurisdiction. The functioning of the Delhi Police SPUNER Unit and the District Nodal Officers are guided by Standing Order No. SPUNER/01/2022.
    1. Delhi Police has setup a dedicated North-East Helpline No. 1093 (Toll Free) for receiving distress calls etc. from North-East People residing in Delhi. The SPUNER Team with 03 mobile vehicles are functioning round the clock in 03 shifts and carrying out patrolling in the areas where large concentration of North-East people are residing like Munirka, Kishangarh, Humyun Pur, Kotla Mubarak pur, Janakpuri, Burari, Uttam Nagar, Malviya Nagar, Moti Bagh, Mukherjee Nagar etc. The SPUNER Unit is presently functioning at permanent office building at Nanakpura, Moti Bagh, New Delhi. The SPUNER Unit is also taking care of Safety and Security of Gorkhas of Darjeeling and Ladakhis.
    1. The SPUNER Unit endeavors to render 24 X 7 humanitarian services also like taking care of COVID-19 affected victims, helping emergency patients for medical admission, transporting of human remains vis-à-vis obtaining NOC, helping the deceased family members in embalming, coffin and laisoining with Airlines to transport from Delhi to North-East States.
    1. With the initiatives of Delhi Police SPUNER Unit 45 Hospitals in Delhi including Apollo, Max, Fortis, Sir Gaga Ram and Medanta Hospitals have agreed and extending indoor medical treatment concession to North-East People ranging from 10% to 20%.
    1. With the initiation of Delhi Police SPUNER Unit the DSLSA, Delhi has empanelled 22 Advocates from North-East practicing in Delhi for rendering free legal services to North-East people.
    1. Delhi Police SPUNER Unit have been taking up various others initiatives and good works by maintaining well-coordinated liasoining with the Resident Commissioners of Bhawans/Houses of North-East States, organizing awareness and help desk setup during the Delhi University college admission to help the North-East Students, organizing health check-up, free COVID-19 vaccination at Malviya Nagar, Voter ID enrolment camp and North-East Community Program and festivals etc. and also organizing awareness programs in District and lectures about North-East cultural at Delhi Police Training centres and also included about North-East States in the training syllabus of Delhi Police.
    1. The Delhi Police North-East Representatives (DPNERs) are being used to facilitate as an interpreter at Police Station while lodging FIR and complaints in the Courts. Currently 34 DPNERs ID Card have been issued and working with the SPUNER.
    1. The SPUNER has activity calendar for various programs including coordination meeting with Distt. DCsP, SHO and various other agencies.
    2. Delhi Police had conducted special recruitment drives for constable from North-East States during 2016 and 2018 respectively. A total of 970 constables (Male-658 Female-312) were recruited and most of them are now posted to Police Stations and other Units.
